A council planning portal rebuilt on Azure

A metropolitan council's planning permit portal ran on an unsupported platform and failed every peak. We rebuilt it as an accessible web app on Azure, integrated with the council's property and payments systems.

The situation

An old portal that only worked on quiet days.

Residents and builders lodged planning applications through a portal built a decade ago on a platform that was no longer supported. It slowed to a crawl every December and failed accessibility testing on almost every page.

The council wanted a portal residents could use without ringing the front counter, and one the IT team could patch without a specialist contractor.

How we delivered

  1. 01

    Discovery with residents and planners

Usability sessions at the customer service centre and with two local builders.

  2. 02

    An Azure landing zone

Built to the Essential Eight with infrastructure as code, so the council's team can rebuild any environment.

  3. 03

    Fortnightly releases

Every sprint ended with a demonstration to planners, not just the project board.

  4. 04

    A rehearsed cut-over

Two full data migration rehearsals before the weekend go-live.

The first December in years where the phones were quiet.
